The Building Blocks for Competency Models: A large amount of
information is available to developers and users of competency models. After
reviewing the competency model literature as well as past competency models
developed for both business and government, national experts engaged by the
U.S. Department of Labor, Employment and Training Administration, created a
single reference source that can help guide developers in constructing
competency models. This reference source depicts a set of "building blocks" for
competency model development. The "building blocks" are arranged in a hierarchy
of nine tiers, with each tier representing a set of related competencies. At the
bottom of the hierarchy, competencies are very broad to apply to a wide range
of jobs. These competencies can be considered the foundation of the
model (Tiers 1-3).
Tier 1: Personal Effectiveness Competencies—such
as Initiative and Interpersonal Skills
Tier 2: Academic Competencies—such as Writing and
Critical & Analytic Thinking
Tier 3: Workplace Competencies—such as Customer
Focus and Problem Solving & Decision Making
As one moves up the hierarchy, the competencies become progressively more
specialized—specific to the industry (Tiers 4 and 5), and finally to the
occupation (Tiers 6 to 9) of interest.
The placement of a competency on a specific tier of the model is not as important as the inclusion of the content. For example, behaviors that support business ethics could be included under Business Fundamentals, but could also be considered in the Integrity block. The important consideration when developing a model is that the behaviors, knowledge and skills that ensure success in the workplace are included.

About this Tool. The tool you are about to use is designed for use
in building a competency model that captures the skills and abilities important
for success in an industry or occupation. During this process, competencies will
be selected from only the first three tiers, or the Foundation, of the
Building Blocks for Competency Models.
Please take a moment to familiarize yourself with the hierarchy. To see the
definition of each competency, simply click on that competency. In
the steps that follow, you will choose the competencies that are relevant to
your industry or occupation. When you are finished selecting competencies from
the first three tiers, a table will be produced that includes the names and
definitions of those competencies. You will also receive a Microsoft Word®
document containing the same information along with guidance regarding how to
edit the competency definitions in the document.
To start, you will select competencies from the first tier, then the second, and
finally the third. Information about the competencies is available to you
throughout the process and you are free to return to previous pages if you
change your mind and would like to add another competency or delete one already
chosen.
