Using Competency Models
 

Industry competency models are one of several workforce solutions business and industry proposed to communicate their skill needs.

ETA's Office of Policy Development and Research released a paper that discusses the relevant literature on the use of competency models for business and workforce needs. See the paper for information on the challenges presented when using competency models for employee selection and appraisal functions -- Competency Models: A Review of the Literature and the Role of the Employment and Training Administration (ETA).

Competency Models

Everyone uses competencies everyday. They are simply the knowledge, skills and abilities needed to successfully perform at work, in school and in everyday life. A competency model is useful to organize the competencies needed to perform in a particular work setting such as a job, an occupation, or an industry.

Competency models form the foundation for developing curriculum and selecting training materials, and for licensure and certification requirements, job descriptions, recruiting and hiring, and performance reviews.

Building Blocks

Competency Models are frequently shown in a graphic for easy reference. The graphic below shows competencies as 'building blocks' on a pyramid.

The nine tiers of the model are divided into blocks representing the skills, knowledge and abilities essential for successful performance in the industry or occupation represented by the model. The tiers are grouped:

  • Foundational Competencies
  • Industry Related
  • Occupation Related
