Purpose of Solicitation

CareerOneStop, a career information website sponsored by the U.S. Department of Labor, maintains a Job Finder tool and listings of job banks on its site at CareerOneStop.org.

Organizations that operate private and non-profit job banks that wish to be considered for inclusion in the CareerOneStop Job Finder tool (careeronestop.org/Toolkit/Jobs/find-jobs.aspx) are invited to provide information about their services.

If CareerOneStop receives a large number of qualified job bank submissions such that the usability of the Job Search tool becomes problematic, inclusion in the tool will be at CareerOneStop's discretion based on the reach of the job bank (average number of jobs, number of users, etc.) and the number of qualified responses to this solicitation. Links to job banks not selected for inclusion in the tool may be prominently listed on one or more CareerOneStop web pages, or they may create a finder tool or search option so job seekers can find these job banks that fit their needs.

Respondents can submit information in four categories:

  • General information—contact information and general entity information – required
  • Category I—Information required in order to be considered for inclusion in the Job Finder – optional if not applying for inclusion
  • Category II—optional enhanced functionality information about Spanish language support, specialized services, and feedback to employers
  • Category III—information for job banks that do not meet Category I requirements, needed to request inclusion on one or more job bank listing pages on CareerOneStop

Note: CareerOneStop reserves the right to add or remove any job bank from its tool or listing at its sole discretion.

Background

CareerOneStop is a 20-year-old national career information suite of websites sponsored by the U.S. Department of Labor. It offers more than 60 interactive tools and had more than 33 million visits in the last year. The Job Finder tool received more than 7 million page views over the last year and experienced a 100% increase in job search traffic over the last six months. Users of the Job Finder can select from four previously-approved high-volume national job banks to search for jobs by occupation and location. SEO company Moz states that the Job Finder ranks #3 on Google. In the future, CareerOneStop will periodically enable job banks to apply for inclusion on the Job Search tool and/or the site.

Information Required For Submission

Required General Information

Respondents should include contact information for the organization, the person submitting the information, and the person who is responsible for responding to questions CareerOneStop may have and who can resolve ongoing issues as necessary.

Category I Information

To be considered for inclusion in the Job Finder tool, a job bank must offer all Category I requirements as follows:

  • Is publically available without a login via the Internet
  • Is national in scope
  • Has been in the business of providing job bank services over the Internet for at least the past 18 months
  • Has an average volume of at least 4 million unique (non-duplicated) U.S. jobs over the past year
  • Provides job listings to CareerOneStop at no cost
  • Provides a modern Web API over HTTPS to enable CareerOneStop to easily request jobs from the job bank and display real-time results via the Job Finder tool
  • Accepts job orders from employers
  • Collects jobs primarily from employers rather than by scraping job postings or otherwise obtaining jobs from another job bank; job banks that, at CareerOneStop’s sole determination, primarily provide jobs derived from other job banks will not be considered for Category I inclusion
  • Has a state or federal employer identification number (EIN)
  • Enables job seekers to apply for jobs found on the job board at no cost
  • Accepts resumes from job seekers at no cost
  • Provides matching capability between job seeker resumes and employer job postings at no cost to job seekers
  • Monitors job postings to assure that there are no discriminatory language or requirements
  • Monitors job postings to prevent the inclusion of fake or inappropriate jobs
  • Provides veterans preference
  • Is compliant with section 508 of the Americans with Disabilities Act and Web Content Accessibility Guidelines (WCAG) 2.0 AA

Category II Information

To assist job seekers and employers in locating labor exchange sites to meet their needs, CareerOneStop is also interested in knowing if the private or non-profit job bank provides Category II enhanced functionality including: 

  • Provides machine language translation services for Spanish speakers
  • Provides free job notifications (email users with potential job matches) capability
  • Provides specialized service to:
    • Veterans, transitioning military service members and military spouses
    • Youth
    • Mature Workers
    • Migrant and seasonal farm workers
  • Has the capability to provide feedback to job posting organizations that their jobs have been accepted and posted to the job bank’s website

CareerOneStop may use this information to determine whether to include a job bank in the Job Search tool.

Category III Information

CareerOneStop is also interested in listing job banks that are not national in scope or are niche in nature (for example, limited to jobs in a particular industry or occupation). Job banks that don’t meet the Category I criteria will automatically be evaluated for inclusion in Category III.

These job banks must meet the following Category III requirements:

  • Is publically available without a login via the Internet
  • Has been in the business of providing job bank services over the Internet for at least the past 18 months
  • Accepts job orders from employers
  • Collects jobs primarily from employers rather than by scraping job postings or otherwise obtaining jobs from another job bank; job banks that, at CareerOneStop’s sole determination, primarily provide jobs derived from other job banks will not be considered for Category III inclusion
  • Has a state or federal employer identification number (EIN)
  • Enables job seekers to apply for jobs found on the job board at no cost
  • Monitors job postings to assure that there are no discriminatory language or requirements
  • Monitors job postings to prevent the inclusion of fake or inappropriate jobs
  • Provides veterans preference
  • Is compliant with section 508 of the Americans with Disabilities Act and Web Content Accessibility Guidelines (WCAG) 2.0 AA

Submissions

In order to be considered for inclusion in the Job Finder, an organization must meet all Category I requirements. Submittals that do not provide information for every Category I functionality requirement will not be evaluated.

Each submission from a job board organization applying for Category 1 must include an attestation that the information provided is true and accurate. This attestation must be a statement on organizational letterhead from an organizational representative who has the authority to represent the organization.

The attestation should be mailed to CareerOneStop soon after completing the online form.

Failure to include the attestation statement will result in the submittal not being evaluated.
